Avoid basements
Basements can flood completely, even during relatively shallow floods, making damage and possible casualties more likely. Do not include underground spaces in new construction projects in areas outside the flood defence system.

- Applicable at all flood depths.
Just a few inches of flooding at ground level can fill up a basement completely. Because the soil becomes saturated, groundwater can seep through the basement walls through openings such as vents, pipes, cracks or joints. A basement may be inundated as a result, with subsequent damage to assets and products, and permanent damage to the building.
If underground areas are present in buildings located outside the dikes, you should be aware of the risks and avoid having vulnerable, vital or valuable materials, or accommodation areas.
