Position essential operational functions for installations in a non-floodable location. That keeps staff safe and you can operate the installation during a flood.
Another option is to make control rooms remotely controllable from another control room or from control panels located outside the area that could be flooded. By keeping control rooms operational, you can disconnect installations in a controlled way.
